Make use of an existing web framework to support the creation of apps centric to Portland in the same way that django or rails enable the creation of general web applications, and PostGIS or ArcSDE allow relational databases to be spatially aware.

This framework would be open source and available to programmers who are writing applications that are local to Portland.

• ORM models of all civicapps datasets

• admin views for editing the geographic features and properties of the models

• templates for displaying information about the models

• flexible map templates to visualize the models
